Early years and childhood
On May 31, 1950, Edgar was born to Elmar Savisaar and Marie Burein. Both of his parents went to prison for a few years on charges that had to do with property and taxes. Edgar was born in a prison in the village of Harku, which is in the Estonian county of Harju.
He has two brothers and sisters: Lembit Savisaar is his brother and Koidula Frolov is his sister.
He went to elementary school and high school in the Estonian city of Tartu. Later, he went to the “University of Tartu” to study history. He got his degree in 1973.
