Early years and childhood

On May 31, 1950, Edgar was born to Elmar Savisaar and Marie Burein. Both of his parents went to prison for a few years on charges that had to do with property and taxes. Edgar was born in a prison in the village of Harku, which is in the Estonian county of Harju.

He has two brothers and sisters: Lembit Savisaar is his brother and Koidula Frolov is his sister.
He went to elementary school and high school in the Estonian city of Tartu. Later, he went to the “University of Tartu” to study history. He got his degree in 1973.

In 1980, he wrote a thesis for his philosophy degree. It was called “Social Philosophical Foundation of the Global Models of the Club of Rome.”

He was the head of the “Planning Committee of Executive Committee” of the Tallinn Mere District Soviet from 1980 to 1985.
From 1985 to 1988, he was in charge of the Department of the “National Planning Committee” of the Estonian SSR.
In 1988 and 1989, this politician worked as the director of research at a consulting firm called “Mainor.”

Then, he was made vice-chairman of the “Supreme Soviet of Estonian SSR” and led the “Planning Committee” of the country from 1989 to 1990.
Then, in the 1980s, this leader helped start the party “Popular Front,” which was the source of the “Singing Revolution.”

He was named Minister of Economic Affairs for the Estonian SSR in 1990. He also led the Council of Ministers that same year.

Estonia got its independence back, and on August 20, 1991, Edgar was chosen as the first Prime Minister of the Estonian Republic. He was in office for about five months before he quit because the economy of the country was getting worse.

From 1992 to 1995, he was the Vice-Speaker of the Riigikogu, the Estonian parliament.

From 1992 to 2001, he was a member of the 7th, 8th, and 9th “Riigikogu,” which is Estonia’s parliament.
He was then given the job of Mayor of Tallinn, which is the capital city of Estonia, from 2001 to 2004. Edgar lost his job when the city council members voted that they didn’t trust him. Tonis Palts was then chosen as the new mayor.

In 2005, he was named Minister of Economic Affairs and Communications for the Estonian Republic. He held this position for two years.
Edgar has been the Mayor of Tallinn for a second time since 2007.
