Early years and childhood

On May 31, 1950, Edgar was born to Elmar Savisaar and Marie Burein. Both of his parents went to prison for a few years on charges that had to do with property and taxes. Edgar was born in a prison in the village of Harku, which is in the Estonian county of Harju.

He has two brothers and sisters: Lembit Savisaar is his brother and Koidula Frolov is his sister.
He went to elementary school and high school in the Estonian city of Tartu. Later, he went to the “University of Tartu” to study history. He got his degree in 1973.

In 1980, he wrote a thesis for his philosophy degree. It was called “Social Philosophical Foundation of the Global Models of the Club of Rome.”

He was the head of the “Planning Committee of Executive Committee” of the Tallinn Mere District Soviet from 1980 to 1985.
From 1985 to 1988, he was in charge of the Department of the “National Planning Committee” of the Estonian SSR.
In 1988 and 1989, this politician worked as the director of research at a consulting firm called “Mainor.”

Then, he was made vice-chairman of the “Supreme Soviet of Estonian SSR” and led the “Planning Committee” of the country from 1989 to 1990.
